This match is tough to call. For all Dr Doom’s powers, he would be susceptible to the Green Lantern simply ripping off his battle-suit. By the same token, I think the Green Lantern would be susceptible to an energy drain on his power ring. Unless Doom can last until the Lantern’s power-ring loses its charge, then HE LOSES.
